Harbor Compact of Lemba
The Harbor Compact of Lemba, negotiated by Queen Eleanor IV within three years of her 1222 accession, created a trade and mutual‑protection framework that guaranteed merchant safety, coordinated harbor activities, and instituted fixed‑price emergency grain releases during officially declared shortages. Its administrative structure later informed imperial food‑relief policies during the Long Winter.
