The Joint Council is the 11-member legislative governing body of the Pørtland Autonomous Government Zone, it is guided by the Overborgmeister, who serves as titular chief. The Overborgmeister holds no formal authority over the group, however, and the Council may act in opposition to the wishes or dictates of the Overborgmeister with a simple majority vote. The Council is headed by the Orator, who sets the agenda and casts tie-breaking votes. The Council chooses the Orator through a simple majority vote.
